The checks, in order
Mandatory requirements first. A condition for participation you cannot meet, such as a certification, a clearance, a licence or panel membership, ends the question. Then the scope. Is this the work you do, at a size you can deliver? Then time. Is there enough left before it closes to write a considered response? Then the buyer. Have they bought this before, and from whom?
Under the Commonwealth Procurement Rules (opens in a new tab), only submissions that meet the minimum content and format requirements are considered further (paragraph 10.34), so a response that misses a mandatory item is not read at all.
